Vote paves way for Commerce Department to impose duties
WASHINGTON — The U.S. International Trade Commission voted unanimously this week that imports of uncovered Chinese innerspring units are being sold in the United States at less than fair value.
The 6-0 vote paves the way for the U.S. Dept. of Commerce to issue a final anti-dumping order imposing duties expected to range from about 165% to 235% on Chinese innerspring imports.
The products covered in the investigation are uncovered innerspring units from China suitable for use as the innerspring component in the manufacture of innerspring mattresses, including those that incorporate a foam encasement system around the innersprings, the ITC said.
Last year, the Department of Commerce ruled that innerspring imports from South Africa and Vietnam were being illegally dumped in the U.S. Duties of 116% on Vietnamese spring imports and 121% on South African innerspring imports were imposed.
U.S. innerspring producer Leggett & Platt filed the anti-dumping petition in 2007 that launched the current ITC investigations. Its petition alleged that innersprings from China, Vietnam and South Africa were being illegally dumped in the U.S. market.
The ITC has now ruled that innerspring imports from those countries materially injure the U.S. innerspring industry.
