DOC picks 7 Chinese producers to audit in antidumping probe
By Powell Slaughter -- Furniture Today, February 8, 2004
WASHINGTON — The U.S. Department of Commerce will conduct detailed investigations of seven Chinese case goods manufacturers as part of its antidumping investigation of Chinese wood bedroom producers.
Dongguan Lung Dong, Dorbest Group, Lacquer Craft Mfg., Markor International Furniture, Shing Mark Enterprise, StarCorp Furniture and Tech Lane Wood Mfg. have been named mandatory respondents to the investigation under way at the DOC's International Trade Administration.
The DOC initiated an investigation in December of a petition from some U.S. furniture manufacturers alleging that Chinese manufacturers are dumping wood bedroom furniture in the U.S. market. Last month, the International Commerce Commission found reasonable evidence of injury to the U.S. domestic industry from Chinese imports.
Many Chinese companies wanted to make the list of mandatory respondents, since those companies have the opportunity to prove to Commerce that they are not dumping. If they do so, they would not be subject to any duties based on operations at other companies.
For manufacturers not on the mandatory respondents list who still want a full investigation of their operation, it has become a waiting game.
"We'll do everything we can to answer the voluntary respondent piece of this investigation and do everything we can to get them to consider our company, because we are not dumping," said Geoff Beaston, president of Fine Furniture Design & Marketing, the U.S. marketing arm of Shanghai-based manufacturer Fine Furniture Group.
Responses from the seven mandatory respondents are due back at the ITA by Feb. 23.
If the DOC investigation continues according to schedule, a preliminary determination on whether dumping is taking place is due April 28, and a final determination July 12.
In case more time is needed for the investigation, a preliminary determination could be postponed until June 17, in which case a final ruling would be due Aug. 31.
