Standards group approves voluntary formaldehyde standard

Matches up with California rules

LEESBURG, Va. — The American National Standards Institute has approved revised national voluntary standards for particleboard and medium density fiberboard for interior applications, including furniture.

Sponsored by the Composite Panel Assn., the standards are harmonized with the formaldehyde emission ceilings and other requirements of the California Air Resources Board's recently implemented standards.

The standards were achieved with help of panel producers, customers, government, academia and research institutions, Gary Heroux, the Composite Panel Assn.'s vice president of product acceptance, said in a press release.

"The standards provide an excellent example of the composite panel industry's commitment to producing high quality, safe products that meet today's market demands," Heroux said.

In California, new CARB rules to limit formaldehyde emissions from composite panels such as particleboard, MDF and hardwood plywood started taking effect in January. They will be phased in for various parts of the supply chain.

Starting on July 1, 2010, furniture retailers and manufacturers will be required to produce and sell only products that contain panel that has been deemed CARB-compliant and has been approved by a third-party laboratory.

Stores will have to keep documentation that traces the supply chain back to the board producer. Every entity along the supply chain - board supplier, manufacturer and retailer - is held responsible and liable for compliance, or risk fines for violations.

The U.S. Environmental Protection Agency has started a rulemaking process to consider a national standard.
