Innerspring import tariffs nixed

WASHINGTON — The U.S. International Trade Commission has determined that imports of Chinese-made innersprings aren't injuring or threatening the U.S. innerspring industry.

The determination ends an attempt by American Innerspring Manufacturers, a trade group representing the nation's largest innerspring producers, to impose tariffs of about 40% on innersprings from China.

A statement from the ITC said the commission determined that Chinese innersprings "are not being imported into the United States in such increased quantities or under such conditions as to cause or threaten to cause market disruption to the domestic producers of like or directly competitive products."

In filing a safeguard petition with the ITC in January, AIM said its members were "very concerned about rising innerspring imports from China and the damage they are causing U.S. manufacturers of innersprings." A hearing on the petition was held in Washington last month.

U.S. innerspring producers contended that Chinese innerspring imports, while relatively small, are growing rapidly and are affecting innerspring pricing. They also said the issue should be addressed now rather than waiting until the Chinese spring producers have made major inroads into the U.S. market.

China ships an estimated 500,000 innerspring units a year to the United States, according to U.S. innerspring producers. Total U.S. innerspring mattress shipments are about 20 million.

Chinese innersprings presently carry a duty of about 6%. A significant number of innerspring shipments from China are misclassified and are avoiding that duty, U.S. innerspring producers contended.
