Final antidumping duties announced for 2006

Importers of wood bedroom furniture from China must pay

WASHINGTON - Final antidumping duty rates for 2006 are higher than the preliminary rates for some Chinese wood bedroom furniture producers and lower for others, the U.S. Department of Commerce has announced.

The rates, which range from 17.93% to 216%, are included in the final administrative review for Chinese wood bedroom furniture shipped to the United States in 2006.

The review is an audit the DOC performs on a number of Chinese factories. Some are ones that the U.S. petitioners, a group of domestic manufacturers harmed by imports, believed warranted further scrutiny beyond the initial duties assigned in late 2004. Others are companies that have applied for reviews as new shippers to the U.S. market.

These duties result from the U.S. government's investigation into alleged dumping, or selling at prices deemed below normal value in the U.S. market.

This is the second administrative review performed in the wood bedroom furniture case. The first one audited shipments made between June 2004 and the end of 2005.

In the 2006 review, the final rates were largely determined by the rates assigned to mandatory respondents - Chinese factories that are large or significant enough to
warrant an individual review.

One such company, the Dare Group, received a final duty of 17.93%. In late 2004, Dare had received a duty as low as 6.65%.

Another mandatory respondent, Teamway Furniture, received a final duty of 19.93%, also up from 6.65% in late 2004.

The 6.65% rate, also known as the Section A rate, rose to 7.24% in late 2006.

Importers of record are responsible for paying the antidumping duties and must now pay the final rates. Those whose source companies' rates were raised will pay an additional amount, while those whose rates were lowered will receive refunds.

A total of 25 other companies on the 2006 review list received a rate of 18.82%. These companies have provided evidence that they are separate from the state controlled entity and thus are not state owned factories.

Eight of these companies originally were assigned the Section A rate in late 2004, so their rates for 2006 shipments are now higher.

The others are mainly new shippers and were assigned rates or 198%, also called the all-China rate. Importers for those factories that initially paid a higher rate for 2006 shipments are entitled to a refund.

Dong Guan Golden Fortune Houseware Co., Ltd.
Dongguan Mingsheng Furniture Co., Ltd.
Dongguan Yihaiwei Furniture Ltd.
Fortune Furniture Ltd. and its affiliate, Dongguan Fortune Furniture
Ltd.
Gaomi Yatai Wooden Ware Co., Ltd., Team Prospect International Ltd., Money Gain International Co.
Guangming Group Wumahe Furniture Co., Ltd.
Inni Furniture
Meikangchi (Nantong) Furniture Company Ltd.
Nanjing Nanmu Furniture Co., Ltd.
Po Ying Industrial Co.
Qingdao Beiyuan-Shengli Furniture Co., Ltd., Qingdao Beiyuan Industry Trading Co. Ltd.
Shenzhen Tiancheng Furniture Co., Ltd., Winbuild Industrial Ltd., Red Apple Furniture Co., Ltd. and Red Apple Trading Co., Ltd.
Shenyang Kunyu Wood Industry Co., Ltd.
Shenzhen Xingli Furniture Co., Ltd.
Tianjin First Wood Co., Ltd.
Union Friend International Trade Co., Ltd.

Another company identified on the list, Mei Jia Ju Furniture Industrial, received the new all-China rate of 216.01%.
