DOC drops 151 producers from 2007 audit

By Furniture Today Staff -- Furniture Today, August 31, 2008

The U.S. Department of Commerce has agreed not to audit 2007 wood furniture shipments for 151 Chinese bedroom furniture manufacturers.

These represent more than half the 228 companies that were originally placed on an administrative review list for 2007 wood bedroom furniture shipments. This review, the third of its kind since early 2006, allows petitioners who supported an initial antidumping investigation to further scrutinize shipments of certain factories.

Such an inquiry could require the companies to be subject to a higher duty beyond the initial cash deposit rate for their 2007 shipments. By escaping the review, these 151 companies will retain the original rate assigned for 2007 shipments. In many cases, this is the Section A rate of 7.24%.

The DOC said it will either rescind or partially rescind a review of these companies because their names were withdrawn within a 90-day period that began on the March 7 publication date of the list of companies seeking review. Some factories and their customers told Furniture/Today they accomplished this through cash settlements with the petitioners and their legal counsel during this year's and previous annual reviews.

The DOC also rescinded the review for a group of companies that did not receive separate rate status. These factories asked for a review in order to prove that they were in no way linked to the Chinese government and thus entitled to a rate lower than the 216% all-China rate.

However, they could still be subject to the All-China rate, pending further investigation.
