Textiles group files, withdraws tariff petition

WASHINGTON — A textile trade association petitioned the U.S. government in mid- July to impose tariffs on certain Chinese-made upholstery fabrics, but quickly withdrew the request.

By press time early last week, it was unclear whether the petition would be refiled.

The petition was initially submitted to the U.S. International Trade Commission by the National Textile Assn. on July 15, and the ITC said it received the document on July 20. But days later, the association withdrew the petition.

David Trumbull, a vice president of international trade with the NTA, did not return phone calls seeking comment on why the petition was filed or why it was withdrawn. Officials at some of the companies listed as supporting the petition also declined to comment on the record.

The petition sought tariffs of 125% on chenille upholstery fabrics and 75% on certain other fabrics, including microdenier suede and fabric in cut and sew kits.

The NTA said tariffs are necessary due to the increase in imports of Chinese made upholstery fabrics since China was admitted into the World Trade Organization in 2001. It said such imports have caused widespread job losses in the U.S. textile sector.

The NTA said it filed the petition on behalf of U.S. producers including American Silk Mills, David Rothschild Co., Milliken and Co., Raxon Fabrics, Sunbury Textile Mill, Valdese Weavers, Victor Textiles and Wearbest Sil-Tex Mills.
